📄 Maroua 80m Antenna Tower – Bids Specification Committee Memorandum (Oct 2025)
Radio Ndarason Internationale has officially established the Bids Specification Committee for the Maroua 80-meter Guyed Steel Antenna Tower RFQ.
The committee, chaired by Michael Ochieng, with Max Graef as Lead Technical Expert and Stephanie Wolters as Director for Strategic Oversight, is mandated to ensure a transparent and technically robust procurement process.
Its key tasks include validating technical specifications, aligning the Scope of Work and Bill of Quantities, clarifying commercial terms, and finalizing the RFQ package for release to eligible service providers.
The final RFQ submission deadline is 28 November 2025.

1. Solar Installation – Diffa, Niger
RNI seeks qualified suppliers for the supply and installation of solar photovoltaic equipment for its studios and offices in Diffa, Niger. The project includes 24 x 450W bifacial solar panels, 8 x 51.2V batteries (total 32kWh), Victron charge controllers and inverters, complete mounting systems, and all associated cabling and accessories. Scope includes equipment supply, delivery to Diffa, full installation and commissioning, plus one day of operational training. Bidders must provide a 2-year installation warranty and a separate quote for 1-year preventive maintenance following the warranty period. 2. Solar Installation – Maroua, Cameroon
RNI requests proposals for the supply and installation of solar photovoltaic systems for its Maroua, Cameroon facility. Equipment specifications mirror the Diffa installation: 24 x 450W solar modules with weather-resistant mounting, 8 x 51.2V battery bank, Victron MPPT charge controller and MultiPlus-II inverters, plus comprehensive monitoring and control systems. The turnkey contract covers equipment supply, transport to Maroua, on-site installation and commissioning, and staff training. A 2-year installation warranty is required, along with a separate quotation for subsequent 1-year maintenance. Equipment must withstand harsh Lake Chad Basin conditions (high heat and dust). 3. Solar Installation – N’Djamena, Chad
Okapi Consulting solicits bids for solar power system supply and installation at RNI’s N’Djamena studios and offices. The complete photovoltaic system comprises 24 x 450W N-type bifacial panels, structural mounting hardware, 32kWh battery storage (8 units), dual 15kVA/12kW Victron inverter-chargers, MPPT solar charge controller, and full monitoring suite including Cerbo GX and touchscreen interface. Deliverables include all equipment, delivery to N’Djamena, professional installation with 2-year warranty, commissioning, and minimum one day operational training for RNI personnel. 4. Transmission Equipment – Maroua & Diffa
RNI seeks comprehensive proposals for FM transmission equipment delivery to support broadcast sites in Maroua (Cameroon) and Diffa (Niger). Key equipment includes 4 x 1kW professional FM transmitters with RDS and audio processors, audio processing systems, silence detectors, solar backup power stations (BLUETTI or equivalent), complete RF installation kits with 7/8″ coaxial cables, connectors, and mounting hardware, plus professional tools and test equipment. Equipment must be sourced from UK/European suppliers and delivered CIF to N’Djamena International Airport. All equipment must be suitable for harsh environmental conditions (extreme heat and dust). 5. Solar Equipment – Lake Chad Sites
RNI solicits bids for the supply and delivery of solar photovoltaic equipment to field sites in the Lake Chad region (Baga Sola, Doumdoum, Ngouri and Bol). The project comprises Victron inverter-chargers, solar panels (300W and 450W), lithium and AGM batteries, MPPT regulators, Cerbo GX monitoring systems, complete cabling and mounting. The bidder assumes full responsibility for transport from N’Djamena to final sites, including security, customs clearance and logistics. Installation and commissioning on site with comprehensive documentation and one day training. Minimum 2-year warranty required. Quotes in EUR or XAF by 23:59, 30 November 2025 to tender4@okapi.cc.
6. Radio Equipment – Lake Chad Sites
Okapi Consulting seeks proposals for the supply of essential radio equipment for RNI FM transmission sites in the Lake Chad region. Required equipment includes 6 x Glensound silence detectors, 2 x RFE 1000W professional FM transmitters with RDS and audio processors, 3 x DEVA DB-6400 audio processors, 7/8″ outdoor coaxial cables with connectors and mounting accessories, professional audio cables, air blowers, monitors, complete solar/RF/electronics toolkit. Spare parts for transmitters included. Equipment must withstand extreme heat and dust. Delivery CIF to N’Djamena airport. Minimum 2-year warranty.
