Germany has committed an additional €10 million over the next two years to advance the Borno Model, reinforcing efforts to consolidate peace, recovery and sustainable development in Northeast Nigeria.

The pledge was announced by Germany’s Deputy Ambassador (Chargé d’Affaires) Johannes Lehner after the fourth meeting of the United Nations Offer Project Board and the Peacebuilding Fund Steering Committee in Maiduguri. The gathering brought together Borno State Governor Professor Babagana Umara Zulum, Nigeria’s Minister of Budget and Economic Planning Senator Abubakar Atiku Bagudu, and UN Resident and Humanitarian Coordinator Mohamed Malick Fall.

Governor Zulum formally launched a new €61 million United Nations Peacebuilding Fund programme for the next two years. The new phase builds on the successful first stage of the UN Offer, which was supported by Germany, Switzerland, the United Kingdom and other partners. Funds from the earlier phase supported peacebuilding activities across the state; the expanded initiative will further strengthen a rights-based system for the reception, processing, rehabilitation and reintegration of individuals exiting the insurgency.

Lehner stated that the fresh German contribution will support implementation of the Borno Model under the leadership of the Borno State and Nigerian governments. “Germany will commit another 10 million Euros to this endeavour for the next two years under the leadership of the governor and the government of Nigeria this will be a big success and bring peace and prosperity to Borno State,” he said.

Zulum noted that Germany has already contributed about €10 million to the new basket fund and expressed optimism that the United Kingdom, Switzerland and other partners will add further resources. The Borno State Government will also contribute its own funds to demonstrate ownership.

Minister Bagudu praised the Borno Model’s multi-partner coordination framework as a potential template for other regions and countries facing similar challenges. UN Coordinator Fall emphasised that lasting progress depends on collective action: “We cannot be successful unless we have the leadership and the vision… demonstrated by the Honourable Minister… and by His Excellency the Governor of Borno State.”

The Borno Model provides a unified funding mechanism and shared approach among government, the United Nations and development partners. The latest German commitment is expected to help sustain peace, recovery and development beyond individual projects, reinforcing locally led solutions for lasting stability in Borno State.
